All you have to do is send me a note before submitting your deviation as a print and I will send a email with the permission to the prints-permission staff at deviantart.

Remember how Friendster and MySpace used to be powerhouse social networks? Now they're obsolete and it's Facebook. What happens if deviantART disappears, or individual users outgrow it? If they've used a lot of stock resources with this clause they could be separated from years of creation. Unable to publish their work because permission is tied to one website.
The clause makes deviantART far too central, far too involved in work it publishes. The work an artist creates over their lifetime should transcend whatever website they frequent at the time.
